This is a course about how research knowledge and other types of knowledge come to be actionable and influential in the world — or not. The course explores ways to make research knowledge more accessible, credible, and useful in the realm of public policy and practice, a project in which the course faculty collectively bring decades of professional experience, in both academic and non-academic roles.
The course addresses the politics of the policymaking process, the power of framing and agenda-setting, fads and paradigms in the design professions and society in general, how knowledge diffuses along knowledge and influence networks, and how varied types of knowledge (rational, craft, other) and deliberation shape decision-making and action. The course engages a number of guests to present case studies of research in use (and abuse) in varied fields, highlighting rich areas for potential research contributions, along with major conflicts in public values, political interests, ethical obligations, and more. The resulting dilemmas confront scholars, policymakers, practitioners, and others as they look to research — sometimes — for useful guidance, influence, or both.

Jim O'Toole, senior business ethics fellow at the Markkula Center for Applied Ethics at Santa Clara University, explores doing business in China and the United States, with guest Leslie Yuen, CEO, Globalized Training. Major challenges for Chinese companies in the U.S. and vice versa, include understanding the local culture and playing by the rules. In terms of ethics, the U.S. has hundreds of years of business experience, while businesses in China really only started booming in the late 70's, adding to the learning and maturity "curve." With increased globalization, there will be more collaboration between China and the U.S. in the future. Yuen offers advice for U.S. businesses establishing themselves in China and examples of companies currently developing their businesses in both countries. He reviews criteria for success.

Jim O'Toole, senior fellow in business ethics, Markkula Center for Applied Ethics, interviews Carson Block, research director, Muddywaters, (a company whose name is taken from Chinese proverb - "Muddy waters make it easy to catch fish.") Block handles fraudulent companies and investigations, and his business focuses primarily on Chinese companies doing business in the U.S. His business model - not without controversy- is to short sell company stock for businesses on the brink. The company's reports and research are released to the public. Many companies, including those in China, can appear too good to be true, and they often are. On the other hand, investors need to take responsibility for their investments.

Somehow, a memorable metaphor always seems to help me remember core concepts. For better or for worse, I assume that most readers of this book will agree.

The “sales” dolphin shown here represents the traditional, first-rate selling professional – graceful, effortlessly quick, a thing of beauty to watch! But, as we all know, the world has changed and the pace of that change continues to accelerate. We are all too familiar with how the “dot.com” boom become a “dot.bomb,” but not before it permanently and profoundly altered the business world.

The industrial sector has been contracting and will continue to shrink as a percentage of GDP. According to a recent study by Alliance Capital Management, factory employment in the U.S. declined 11% from 1995 to 2002. Most of us are just beginning to realize, however, that something more is happening. That same study also points out a 20% decline in Brazil, a 16% decline in Japan and a 15% decline in China. So I guess our jobs really aren’t just being exported overseas… Something even more fundamental must be going on.

The point here (and the point of this entire book) is that the “sales dolphin” can no longer swim alone. A new and different sort of help is needed. Things like metrics, statistical analysis and control and Sales Process Engineering or “SPE” are becoming more and more essential.

In the 19th century, these disciplines were applied to agriculture. That is why we no longer need 80% of the population to grow food. Since the 1940s, manufacturing executives have been applying them. That is why factory employment is dropping dramatically world-wide. Sales executives are next.

Teaching the “SPE Cows” to swim with the “Sales Dolphins” will become the competitive differentiator for a sales force. Read on. I trust that what follows will help.
