This curriculum, which may be used in whole or in part, offers an overview of foster care, background on the characteristics of kin and non-kin foster parents, and trends in foster care. Special emphasis is placed on foster care recruitment, training, and retention efforts as well as the foster care payment rate structure. A comprehensive look at the elements that comprise quality of care in kinship and non-related foster homes is included. The curriculum highlights the philosophical reasons for providing quality care, the history and philosophy of kinship care, a legal history and brief policy analysis of kinship care, and domains of quality. Practice tips for child welfare workers and administrators are included, as well as a chapter where kin and non-kin foster parents address their relationship with the child welfare system and recent child welfare policies affecting foster parents and kinship caregivers. Energy policy sits at the crossroads of science and policy. And now, energy and climate policy are inextricably linked; the policies we choose have very real consequences for our climate. This intersection of science and policy is chaotic and bustles with activity motivated by various competing (and conflicting) interests and factors. We must understand the motivations driving them and bridge the divides between our reliance on fossil fuels and our need to transition to less carbon-intensive and renewable alternatives. While the science and math behind these problems is often fairly straightforward, the politics and behavioral changes are not. This three-week module, centered on a focal case, represents the second part of the Department’s introduction to the challenges of reflection and action in professional planning practice. As such, it builds on the concepts and tools in 11.201 and 11.202 in the fall semester. Working in teams, students will deliver a 20-minute oral briefing, with an additional 10 minutes for questions and comments, in the last week of the class (as detailed on the assignment and posted course schedule). The teams will brief invited guests (“briefees”) taking the roles of decision makers. DUSP faculty and fellow students may also be in attendance.

This course is about solving complex problems. Our favorite problems are not just technically complex but also characterized by the presence of many different social actors that hold conflicting interests, objectives, and perceptions and act strategically to get the best out of a problem situation. This course offers guidance for policy analysts who want to assess if and how their analysis could be of help, based on the premise that problem formulation is the cornerstone in addressing complex problems. After this course, students would have obtained a theoretical insight into different models of decision-making processes, their implications in terms of supporting decision making and the potential roles that analysts; they can make a structured problem analysis in a complex situation, and can lay down their findings in an "issue paper;" they know how to use a range of different methods and techniques to support attainment of these objectives; can formulate plans for a further analysis and closer examination, including the specification and the choice of possible mathematical models to be used.The completion of the practical part of this course will be an issue paper (written in pairs).

Public policy issues are important to every field of engineering. Yet, most engineering students know little about the topic. For most students, however, an entire course focused on the topic is not necessary. For example, a class on engineering design could incorporate a case study on 3D printing policy.
This course will introduce students to the interrelationship of engineering and public policy, how to conduct neutral policy analysis, and then apply that knowledge in case studies to practice the skills they have learned. The modules takes a flipped classroom/active learning approach by using short videos to educate students, activities to practice the skills taught, and incorporates real-world examples such as hydraulic fracturing, drones, and 3D printing.

It covers the role of the federal, state, and local government and the MPO, public transit in the era of the automobile, analysis of current trends and pattern breaks; analytical tools for transportation planning, traffic engineering, and policy analysis; the contribution of transportation to air pollution, social costs, and climate change; land use and transportation interactions, and more. Transportation sustainability is a central theme throughout the course, as well as consideration of if and how it is possible to resolve the tension between the three E’s (environment, economy, and equity). The goal of this course is to elicit discussion, stimulate independent thinking, and encourage students to understand and challenge the “conventional wisdom” of transportation planning.
