This course covers theory and evidence on government taxation policy. Topics include tax incidence, optimal tax theory, the effect of taxation on labor supply and savings, taxation and corporate behavior, and tax expenditure policy.

Explores the role of government in the economy, applying tools of basic microeconomics to answer important policy questions such as government response to global warming, school choice by K-12 students, Social Security versus private retirement savings accounts, government versus private health insurance, setting income tax rates for individuals and corporations.

Public policy issues are important to every field of engineering. Yet, most engineering students know little about the topic. For most students, however, an entire course focused on the topic is not necessary. For example, a class on engineering design could incorporate a case study on 3D printing policy.

This course will introduce students to the interrelationship of engineering and public policy, how to conduct neutral policy analysis, and then apply that knowledge in case studies to practice the skills they have learned. The modules takes a flipped classroom/active learning approach by using short videos to educate students, activities to practice the skills taught, and incorporates real-world examples such as hydraulic fracturing, drones, and 3D printing.

In the next 12 weeks, we will survey the major theoretical approaches and empirical research in the field of political behavior (though we will only tangentially discuss political  participation and voting). This class surveys the current concepts, theories, and issues in strategic management of transportation organizations. It provides transportation logistics and engineering systems students with an overview of the operating context, leadership challenges, strategies, and management tools that are used in today’s public and private transportation organizations. The following concepts, tools, and issues are presented in both public and private sector cases: alternative models of decision-making, strategic planning (e.g., use of SWOT analysis and scenario development), stakeholder valuation and analysis, government-based regulation and cooperation within the transportation enterprise, disaster communications, systems safety, change management, and the impact of globalization.

Through a combination of lectures, cases, and class discussions this subject examines the economic and political conflict between transportation and the environment. It investigates the role of government regulation, green business and transportation policy as facilitators of economic development and environmental sustainability. It analyzes a variety of international policy problems including government-business relations; the role of interest groups, non-governmental organizations, and the public and media in the regulation of the automobile; sustainable development; global warming; the politics of risk and siting of transport facilities; environmental justice; equity; and transportation and public health in the urban metropolis. It provides students with an opportunity to apply transportation and planning methods to developing policy alternatives in the context of environmental politics.

After an opening discussion of systems thinking and models, student use webDICE , an online Dynamic Integrated Climate Economy model developed by Center for Robust Decision Making on Climate and Energy Policy at the University of Chicago. Students will manipulate input parameters and interpret output in small groups in-class and individually out of class to complete the major mid-module assignment. The goal is to develop their understanding of the sources of uncertainty around future predictions of climate change and its impacts. Students are also introduced to the concept of Social Cost of Carbon (SCC) which is central to subsequent units in this module.
