This course explores perspectives in the policy process - agenda setting, problem definition, framing the terms of debate, formulation and analysis of options, implementation and evaluation of policy outcomes using frameworks including economics and markets, law, and business and management. Methods include cost/benefit analysis, probabilistic risk assessment, and system dynamics. Exercises include developing skills to work on the interface between technology and societal issues; simulation exercises; case studies; and group projects that illustrate issues involving multiple stakeholders with different value structures, high levels of uncertainty, multiple levels of complexity; and value trade-offs that are characteristic of engineering systems. The Lifestyle Project is a way for students to learn about environmental alternatives by modifying their own lifestyles. It is a three-week exercise for students to reduce their impact on the environment by changing the way in which they live from day to day. The project has fairly rigid parameters, allowing students to achieve a gradual but definitive change in their everyday habits. Students choose three categories from a list of six: heat, garbage, electricity and water, driving, eating, and activism. For each category the rules are clearly defined, such as turning down the heat three degrees or eliminating the use of the car. Each week the project becomes more rigorous, because students will have to meet the requirements more frequently. They write about their experiences in journals, which are incredibly insightful, illustrating just how profoundly the project affects them.

It builds from the microeconomic model of consumer behavior and extends to operation of single and multiple markets and analysis of why markets sometimes fail. Topics include minimum wages and employment, food stamps and consumer welfare, economics of risk and safety regulation, the value of education, and gains from international trade. The impetus for this volume was a multitude of conversations regarding pedagogy and teaching related to our judicial process courses. Based on these conversations, we identified four main threads or needs of our colleagues: First, many of us bring or want to bring more “political science” into our classes, though we also want to avoid the high costs of reinventing successful existing courses to do so. Second, our programs all require a political methodology course, and we want to reinforce those lessons in our substantive courses. We want to encourage our students’ understanding of how to read and understand research studies as well as how to craft their own research questions. Third, we want to keep our courses as current as possible.

Many of us have likely heard the expression “government of the people, by the people, for the people.” Yet, it is the people who are often excluded from the public policy process. Citizen engagement is typically reactive rather than proactive and passive as opposed to active. Voting and protesting are not the only ways that governments hear the voices of the people. Voting allows citizens to choose individuals who represent their interests, yet their interests are not always represented in ways they desire. Protesting brings attention to issues but doesn’t always lead to problems being solved. This book aims to empower readers to be active participants in the policy process rather than centering elected officials, appointed officials or bureaucrats as the only sources of policy power. This book is written in the spirit of equity. In order to have equitable public policies the voices of those who are impacted by these policies need to be heard as “gaps exist between the services governments deliver and what citizens want or need” (Mintrom & Luetjens, 2018, pg. 122). This is not simply a matter of contributing to policy discourse, but perhaps more importantly, a matter of contributing to the design, development and evaluation of public policy. Further, it is about holding policy makers and other decision makers accountable for their actions and the results of the actions. This book draws from lessons learned from my practical experiences, teaching and research. It is my hope that it equips those on the front lines of public policy and social equity with the tools needed to be effective producers and consumers of public policy ideas.

This course introduces students to the techniques of participatory action research (PAR) and the practice of case study research. PAR processes are place or case-specific, place a premium on local ways of knowing, and gauge the success of research in terms of what partner-communities do with the knowledge that is co-produced. The objective of PAR is to generate the ideas, information, and understandings that ought to inform efforts to promote social change. By focusing on ways of co-producing knowledge using various forms of data collection and analysis, students will learn how the people and communities who are often university partners in applied social science research can use findings or results from PAR case studies to address the challenges they confront in their communities. Background There is increasing interest to make primary data from published research publicly available. We aimed to assess the current status of making research data available in highly-cited journals across the scientific literature. Methods and Results We reviewed the first 10 original research papers of 2009 published in the 50 original research journals with the highest impact factor. For each journal we documented the policies related to public availability and sharing of data. Of the 50 journals, 44 (88%) had a statement in their instructions to authors related to public availability and sharing of data. However, there was wide variation in journal requirements, ranging from requiring the sharing of all primary data related to the research to just including a statement in the published manuscript that data can be available on request. Of the 500 assessed papers, 149 (30%) were not subject to any data availability policy. Of the remaining 351 papers that were covered by some data availability policy, 208 papers (59%) did not fully adhere to the data availability instructions of the journals they were published in, most commonly (73%) by not publicly depositing microarray data. The other 143 papers that adhered to the data availability instructions did so by publicly depositing only the specific data type as required, making a statement of willingness to share, or actually sharing all the primary data. Overall, only 47 papers (9%) deposited full primary raw data online. None of the 149 papers not subject to data availability policies made their full primary data publicly available. Conclusion A substantial proportion of original research papers published in high-impact journals are either not subject to any data availability policies, or do not adhere to the data availability instructions in their respective journals. This empiric evaluation highlights opportunities for improvement.

Policies that mandate public data archiving (PDA) successfully increase accessibility to data underlying scientific publications. However, is the data quality sufficient to allow reuse and reanalysis? We surveyed 100 datasets associated with nonmolecular studies in journals that commonly publish ecological and evolutionary research and have a strong PDA policy. Out of these datasets, 56% were incomplete, and 64% were archived in a way that partially or entirely prevented reuse. We suggest that cultural shifts facilitating clearer benefits to authors are necessary to achieve high-quality PDA and highlight key guidelines to help authors increase their data’s reuse potential and compliance with journal data policies.
