Although there is clear potential to improve science and innovation systems through big data and open science, barriers still remain with respect to data sharing efforts. How can the available massive and diverse data collections be used and shared more efficiently to boost global research and innovation and improve care? What actions are needed to facilitate open access to research data generated with public funding?

The OECD is bringing together policy makers, funding agencies and researchers to tackle the issue of open access to data, focused around developing good practice and principles on data governance. Four case studies highlight best practice and identify barriers to progress.

Following an OECD-hosted consultation with the Ontario Brain Institute (OBI), the United Kingdom Medical Research Council (MRC), and the US Alzheimer’s Association, two concrete examples of global data sharing have been created. The first, focused on providing a wealth of open-source biomedical data for the community (deep data), builds upon GAAIN, the Global Alzheimer’s Association Interactive Network, and links eleven international partners through a federated network of data resources. The capability of this network is being extended significantly through connections with the French National Alzheimer’s Database (BNA), the European Medicines Informatics Framework (EMIF), and the Canadian based Longitudinal Online Research and Imaging System (LORIS). The second focused on linking big data approaches at the population level (broad data), is a complementary collaboration between the Canadian Consortium on Neurodegeneration in Ageing and the Dementias Platform UK to share and analyse large-scale complex population-wide datasets from up to 2 million individuals, including imaging, genomics and health data.

As a result, these collaborations will enable the aggregation of an unprecedented volume of individual and population-level data, offering an open science solution to help research to more efficiently tackle Alzheimer’s disease and related disorders.

Easing Into Open Science: A Guide for Graduate Students and Their Advisors

This article provides a roadmap to assist graduate students and their advisors to engage in open science practices. We suggest eight open science practices that novice graduate students could begin adopting today. The topics we cover include journal clubs, project workflow, preprints, reproducible code, data sharing, transparent writing, preregistration, and registered reports. To address concerns about not knowing how to engage in open science practices, we provide a difficulty rating of each behavior (easy, medium, difficult), present them in order of suggested adoption, and follow the format of what, why, how, and worries. We give graduate students ideas on how to approach conversations with their advisors/collaborators, ideas on how to integrate open science practices within the graduate school framework, and specific resources on how to engage with each behavior. We emphasize that engaging in open science behaviors need not be an all or nothing approach, but rather graduate students can engage with any number of the behaviors outlined.

Equivalence Testing for Psychological Research: A Tutorial

Psychologists must be able to test both for the presence of an effect and for the absence of an effect. In addition to testing against zero, researchers can use the two one-sided tests (TOST) procedure to test for equivalence and reject the presence of a smallest effect size of interest (SESOI). The TOST procedure can be used to determine if an observed effect is surprisingly small, given that a true effect at least as extreme as the SESOI exists. We explain a range of approaches to determine the SESOI in psychological science and provide detailed examples of how equivalence tests should be performed and reported. Equivalence tests are an important extension of the statistical tools psychologists currently use and enable researchers to falsify predictions about the presence, and declare the absence, of meaningful effects.

Research funders are requiring or strongly encouraging open and reproducible methods at increased rates, leading researchers to rely on more data management tools while institutions continue to provide services to support them. Research support staff adapt quickly to guide their stakeholders and provide resources, while administrators must find methods to determine adoption and success across the community.

In this webinar, COS Director of Policy David Mellor shares an update on funder expectations like preregistration, data sharing, and open access outputs, as well as strategies to highlight these practices in funding proposals. COS Director of Product Nici Pfeiffer also discusses OSF features that enable researchers to meet and exceed these expectations, as well as provide unique activity insights for administrators, and how COS continues to work with the funder and institution communities to facilitate transparent practices across the lifecycle.

The Hong Kong Principles for assessing researchers: Fostering research integrity

Abstract
For knowledge to benefit research and society, it must be trustworthy. Trustworthy research is robust, rigorous, and transparent at all stages of design, execution, and reporting. Assessment of researchers still rarely includes considerations related to trustworthiness, rigor, and transparency. We have developed the Hong Kong Principles (HKPs) as part of the 6th World Conference on Research Integrity with a specific focus on the need to drive research improvement through ensuring that researchers are explicitly recognized and rewarded for behaviors that strengthen research integrity. We present five principles: responsible research practices; transparent reporting; open science (open research); valuing a diversity of types of research; and recognizing all contributions to research and scholarly activity. For each principle, we provide a rationale for its inclusion and provide examples where these principles are already being adopted.

Progress of every profession, academic discipline and society at large rides on the back of research and development. Research generates new information and knowledge. It is a standardized process of identifying problem, collecting data or evidence, tabulating data and its analysis, drawing inference and establishing new facts in the form of information. Information has its life cycle: conception, generation, communication, evaluation and validation, use, impact and lastly a fuel for new ideas. Research results are published in journals, conference proceedings, monographs, dissertations, reports, and now the web provides many a new forum for its communication. Since their origin in the 17th century, the journals have remained very popular and important channels for dissemination of new ideas and research. Journals have become inseparable organ of scholarship and research communication, and are a huge and wide industry. Their proliferation (with high mortality rate), high cost of production, cumbersome distribution, waiting time for authors to get published, and then more time in getting listed in indexing services, increasing subscription rates, and lastly archiving of back volumes have led to a serious problem known as "Serials Crisis". The ICT, especially the internet and the WWW, descended from the cyber space to solve all these problems over night in the new avatar of e-journals. Their inherent features and versatility have made them immensely popular. Then in the beginning of the 21st century emerged the Open Access (OA) movement with the Budapest Open Access Initiative (BOAI). Philosophy of open access is to provide free of charge and unhindered access to research and its publications without copyright restrictions. The movement got support from great scientists, educationists, publishers, research institutions, professional associations and library organizations. The other OA declarations at Berlin and Bethesda put it on strong footings. Its philosophy is: research funded by tax payers should be available free of charge to tax payers. Research being a public good should be available to all irrespective of their paying capacity. The OA has many forms of access and usage varying from total freedom from paying any charges, full permission to copy, download, print, distribute, archive, translate and even change format to its usage with varying restrictions.
In the beginning, OA publications were doubted for their authenticity and quality: established authors and researchers shied away both from contributing to and citing from OA literature. But Committee on Publication Ethics (COPE, 1997) and its code of conduct formulated in collaboration with DOAJ and OASPA, etc. have stemmed the rot. They have defined best practices and compiled principles of transparency for quality control to sift the grain from the chaff; to keep the fraudulent at bay. Now it is accepted that contributors to OA get increased visibility, global presence, increased accessibility, increased collaboration, increased impact both in citations and applications, and lastly instant feedback, comments and critical reflections. This movement has got roots due to its systematic advocacy campaign. Since 2008 every year 21-27 October is celebrated as the OA week throughout the world. There are many organizations which advocate OA through social media and provide guidance for others.
Open Access research literature has not only made new ideas easy and quick to disseminate, but the impact of research can be quantitatively gauged by various bibliometric, scientometric and webometric methods such as h-index, i-10 index, etc. to measure the scientific productivity, its flow, speed and lastly its concrete influence on individuals, and on the progress of a discipline. The OA movement is gaining momentum every day, thanks to technology, organizational efforts for quality control and its measureable impact on productivity and further research. It needs to be strengthened with participation of every researcher, scientist, educationist and librarian. This module covers five units, covering these issues. At the end of this module, you are expected to be able to:
- Define scholarly communication and open access, and promote and differentiate between the various forms of Open Access;
- Explain issues related to rights management, incl. copyright, copy-left, authors’ rights and related intellectual property rights;
- Demonstrate the impact of Open Access within a scholarly communication environment.

Labor Equity in Open Science is an interactive lesson plan designed to introduce students to labor equity issues in open science practices. The lesson is designed for MLIS students, and assumes no prior knowledge. During the lesson, students are given a persona representing a researcher, encompassing various professional and personal identities. Students are then given multiple scenarios and asked to predict how their persona would respond and why. Through group discussion and personal reflection, students consider the ways that researchers in different positions engage with open science in different ways.

Methylmercury contamination within fish populations is an important toxin that affect human, animal, and environmental health, serving as a carcinogen (cancer-causing agent) and endocrine-disruptor (compounds that in some way alter the signaling of the hormone system. The impacts of exceeding safe dietary methylmercury levels were tragically made clear in Ontario, Canada, where a First Nations community in Grassy Narrows are living with the consequences of methylmercury poisoning in the fish supply. The fish were contaminated due to the dumping of mercury in the traditional waterways of the First Nation community. In 2016, there were highly publicized protests in Muskrat Falls, Labrador, Canada, where the Inuit people raised direct concerns about the potential for a proposed Nalcor Energy hydroelectric dam, to increase mercury levels in fish in those waters, which are an integral part of their traditional diet. Despite significant protests, the project was completed in 2019 and 41 km were flooded. This module uses these real-world examples as a jumping-off point for exercises that will guide case-study driven discussion on mathematical, biological and ethical concerns.
