What actions are necessary in order to start a new government? What would one of the major concerns be in preserving the new government and country? What would be the role of the leader or president of the country?

This lesson covers two essential aspects of Reconstruction: the condition of the southern states at the close of the war and Lincoln's plan for restoring them to the Union. In examining the conditions of the southern states, students consider both the physical conditions (i.e., the impact of the devastation of war) and the political condition of these states (i.e., what was the proper relationship between southern states and the Union upon their surrender at Appomattox?)

At the time the Founders were shaping the future of a new country, John Adams suggested the President should be addressed as "His Excellency." Happily, others recognized that such a title was inappropriate. Though the proper form of address represents only a small detail, defining everything about the Presidency was central to the idea of America that was a work-in-progress when the nation was young.

Students develop a foundation on which to understand the basic disagreements between North and South.

How was the role of "President" defined in the Articles of Confederation? What were the weaknesses in the Articles of Confederation regarding the role of the President?

Sometimes, people will fight to keep someone else from being treated poorly. Disagreement over slavery was central to the conflict between the North and the South. The nation was deeply divided.

George Washington became President"”reluctantly"”at a critical time in the history of the United States. The Confederation had threatened to unravel; the weak central government (which included a weak executive with the sole responsibility of presiding over meetings of Congress and no special power to initiate laws beyond that of any member of Congress, enforce laws, or check acts of Congress) created by the Articles of Confederation had failed.

The treaty of peace ending the Spanish-American War resulted in the United States obtaining the Philippine Islands from Spain. Despite intense political opposition to the acquisition of the islands, the U.S. Senate ratified the treaty. The political impact of anti-imperialist arguments, the difficult experience of suppressing native Filipino resistance, and the lack of attractive opportunities for further territorial expansion, all effectively stalled the American imperialist/expansionist movement.
