In the context of current discourse about literacy, the California Association for Bilingual Education (CABE) has developed a theoretical framework to support educators in the pedagogical clarity and critical awareness necessary to reframe bilingualism as an asset and to cultivate literacy and biliteracy. With so much research and discourse which does not include current research and best practice for multilingual learners and programs, CABE’s framework seeks to include biliteracy in conversations around literacy. Our visual metaphor of a tree is a reminder of the organic nature of literacy, the unique features of the bilingual brain and the assets our multilingual learners bring, the themes of effective literacy from the CA ELA/ELD Framework, and how the teaching and learning environment and high leverage instructional strategies can effectively cultivate biliteracy.

This resource is not under an open license but is available for free download and educational use.

The Global Digital Library (GDL) has been developed to increase the availability of high-quality reading resources in underserved languages worldwide where there is currently a lack of quality early grade reading resources.
