"The Isthmus of Tehuantepec in Mexico is one of the windiest places on earth making it a hotspot for investment in wind energy. But that’s proving problematic. Because although wind-energy investments appear to be paving the way toward a sustainable future a new study reports that a lack of good governance is proving unsustainable for the large indigenous population that calls the Isthmus home. Mexico is among the many nations that have implemented policies supporting the Sustainable Development Goals established by the United Nations. a blueprint for achieving a sustainable future for our planet. But in the Isthmus of Tehuantepec, these efforts do not adequately include local indigenous communities. It’s a problem caused by a combination of corruption, poor accountability, and limited access to information about energy and the environment. Fortunately, paths for reversing these poor governance patterns do appear to exist..."

Economy and Business in Modern China and India

As markets or production bases, China and India are becoming important and integral players in the global economy. Foreign direct investment (FDI), portfolio investments and outsourcing businesses have increased dramatically in these two economies. Despite the rising importance of these two economies on the world stage, our knowledge and analysis of these two countries in an integrated manner has remained poor. The two are often lumped together by business analysts as “emerging markets,” despite the substantial differences in their political systems, reform policies and business organizations. Academics, in contrast, have tended to treat the two countries separately, preferring to specialize in issues and questions specific to one or the other country.
The purpose of this course is to analyze these two countries within a coherent analytical framework. Our learning model is inductive, and heavily based on class discussions and participation. The group projects should aim at integrating analysis, knowledge and understanding of these two countries. We will also experiment with other forms of group projects, such as creating and working on business plans and those projects that integrate research from field trips with more traditional research, such as library research. There is no prerequisite but 15.012 (Applied Macro- and International Economics) and 15.223 (Global Markets, National Policies and the Competitive Advantage of Firms) are highly recommended.

This book has been specifically created to make it easier for professors to offer a law school course on global corruption. It is issued under a creative commons license and can be used for free in whole or in part for non-commercial purposes. The first chapter sets out the general context of global corruption: its nature and extent, and some views on its historical, social, economic and political dimensions. Each subsequent chapter sets out international standards and requirements in respect to combating corruption – mainly in the UN Convention Against Corruption (UNCAC) and the OECD Bribery of Foreign Officials Convention (OECD Convention). The laws of the United States and United Kingdom are then set out as examples of how those Convention standards and requirements are met in two influential jurisdictions. Finally, the law of Canada is set out. Thus, a professor from Africa, Australia, New Zealand or English speaking countries in Asia and Europe has a nearly complete coursebook – for example, that professor can delete the Canadian sections of this book and insert the law and practices of his or her home country in their place. While primarily directed to a law school course on global corruption, this book will be of interest and use to professors teaching courses on corruption from other academic disciplines and to lawyers and other anti-corruption practitioners.

The Pillars (and Cracks) of Democracy

As we get caught up in elections cycles and endless political debates, we can sometimes forget what democracy is and its institutions; how they work, their strengths and weaknesses. It's divided into 5 sections.

The state of democracy
The first part looks at the overall state of democracy across the world. After definining what a democracy is, we're look at how not all democracies are equal in measure, with some having more functioning democratic institutions than others. A useful recap of the other major types of government will feature.

Checks and balances
The separation of powers (legislative, executive and judicial) come from the premise that concentrating power in the hands of one person, party or government can have a detrimental effect on society. Hence why power and functions are distributed across separate and independent entities.

Thriving political culture
A democracy is more than voting once every x number of years. It's first of all making sure everyone who is elligible to vote can easily do so (obstacles are common). Political culture is also determined through the freedom to contest and protest.

Transparency, accountability & corruption
It is a given that a functioning democracy, with politicians elected by the people who get to decide how tax-payer money is spent, decision-making processes and accounting should be as transparant and corruption-free as possible. Unfortunately, lobbying and other forms of corruption are proven to be a hindrance on democracy as a whole.

Media: the fourth power
What is discussed in media outlets - from podcasts to TikTok videos, news articles to TV news bulletins - can have a significant impact on society, raising matters of public interest, forcing politicians to take position, debate and take action.
Hence the importance of a free press. One that is independent, can speak openly about any issue, criticise the government if need be, without fear of reprisal. It is also crucial that information is transparent, that journalists can access information on what governments are doing without hindrance.

Professor Paul Heywood is Sir Francis Hill Professor of European Politics. He graduated with an MA in Politics (First Class) from the University of Edinburgh, then did postgraduate studies in Madrid and at the London School of Economics, from where he received his MSc(Econ) and PhD (Politics). Before joining the University of Nottingham, he taught at the University of Glasgow and at the University of London. He also worked as consultant author for the Economist Intelligence Unit, London (1989-93). He has been a member of the ESRC Research Grants Board (2001-05) and was Dean of the University of Nottingham Graduate School from 2003-07. Between 2003 and 2009 he was co-editor of the international journal Government and Opposition, and is currently Chair of the Board of Directors.

Professor Paul Heywood is author, co-author or editor of thirteen books and more than seventy journal articles and book chapters. His research focuses on political corruption, institutional design and state capacity in contemporary Europe. In 2006, he was appointed Adjunct Professor at the University of Hunan (China), where he is Senior Adviser to the Anti-Corruption Research Center. He is a Fellow of the Royal Society of Arts (elected 2002) and has recently (2010) been invited to join the Publications Board of The European Consortium for Political Research (ECPR) for a period of three years alongside 11 other distinguished political science experts.

Tacitus, Annals, 15.20­-23, 33­-45. Latin Text, Study Aids with Vocabulary, and Commentary

The emperor Nero is etched into the Western imagination as one of ancient Rome’s most infamous villains, and Tacitus’ Annals have played a central role in shaping the mainstream historiographical understanding of this flamboyant autocrat.
This section of the text plunges us straight into the moral cesspool that Rome had apparently become in the later years of Nero’s reign, chronicling the emperor’s fledgling stage career including his plans for a grand tour of Greece; his participation in a city-wide orgy climaxing in his publicly consummated ‘marriage’ to his toy boy Pythagoras; the great fire of AD 64, during which large parts of central Rome went up in flames; and the rising of Nero’s ‘grotesque’ new palace, the so-called ‘Golden House’, from the ashes of the city. This building project stoked the rumours that the emperor himself was behind the conflagration, and Tacitus goes on to present us with Nero’s gruesome efforts to quell these mutterings by scapegoating and executing members of an unpopular new cult then starting to spread through the Roman empire: Christianity.
All this contrasts starkly with four chapters focusing on one of Nero’s most principled opponents, the Stoic senator Thrasea Paetus, an audacious figure of moral fibre, who courageously refuses to bend to the forces of imperial corruption and hypocrisy.
This course book offers a portion of the original Latin text, study aids with vocabulary, and a commentary. Designed to stretch and stimulate readers, Owen’s and Gildenhard’s incisive commentary will be of particular interest to students of Latin at both A2 and undergraduate level. It extends beyond detailed linguistic analysis and historical background to encourage critical engagement with Tacitus’ prose and discussion of the most recent scholarly thought.
